Thermal Power and Wind Power

Chinese government always encourages the development of combined thermal power generation. As early as in the 1950s, the government supported the construction of a number of large-sized regional thermal power plants. On Feb 17th, 1998, Chinese government issued Several Rules on the Development of Thermal Power Cogeneration, recently it made amendments and complements to these stipulations, and on August 22nd, 2000, it issued a new Stipulation on the Development of Thermal Power Cogeneration to accelerate a healthy development of thermal power cogeneration under the new circumstances.

In 1967, the installed capacity of thermal power cogeneration sets (of above 6000kW, the following are the same) in China accounts for 20% of the total installed capacity of the thermal power sets of same capacity, in 1980 it was 11%, and in 1987 it fell to 9.6%. Since then it rose gradually, up to 1998 the installed capacity of thermal power cogeneration sets was 24,940,000kW, while the total installed capacity of the thermal power sets of same capacity was 203,810,000kW, the proportion between the installed capacity of thermal power cogeneration sets and the total of equal-capacity thermal power sets rose to 12.24%. Till the end of 2001, the annual heat supply was 1,287,430,000GJ, the total capacity of 1606 heat supply sets reached 32,240,000kW, which was 13.37% of the total installed capacity of equal-capacity thermal power sets. Till the end of 2001, central heat supply facilities have been established in 286 cities among the total of 668 in the country, which accounts for 42.8%. At the end of 2001, the central heat supply capacity in China was: steam: 72242t/h, hot water: 126249mW/h, and the heat supply quantity was: steam 376,550,000GJ/a, hot water: 1,001,920,000GJ/a. Among the total heat supply, steam generated from thermal power cogeneration accounts for 67.11%, and hot water accounts for 27.38%. It is estimated that up to 2020, the total power generation installed capacity in China will amount to around 900,000,000kW, the thermal power cogeneration will account for 22% of the total power generation installed capacity in the country, its proportion in the thermal power sets will be about 37%. Based on the above planning, between 2001 and 2020, an annual increase of about 9,000,000kW in installed capacity is needed for the country, and the annual increased energy conservation capacity is about 8,000,000t of standard coal.


According to the current policies of electrical power industry in our country, thermal power cogeneration sets shall follow the technical principles electricity production decided by heat, thermal power cogeneration, energy conservation and environment improvement. Since 1983, ECEC has completed engineering design and EPC operation of dozens of projects for thermal power generating sets with the installed capacity of 3MW, 6MW, 12MW, 15MW, 18MW, 23MW, 25MW, 30MW and 50MW series, etc., as well as boiler heating unit with the capacity of 5t/h, 75t/h, 90t/h, 130t/h, 150t/h, 180t/h, 210t/h, 220t/h, 240t/h, 280t/h, 300t/h, 410t/h, 420t/h and 480t/h series, etc. Recent 10 years reference in thermal power plant is shown in the table attached.

Now in China, for development of wind power, installed power, solar energy, photovoltaic installed power and other renewable sources of energy, the growth speed is the highest in the world and the scale is the biggest. In China, after thermal power and hydroelectric power, wind power has exceeded the nuclear electricity and become the third biggest power source in China. ECEC has undertaken EPC operation of Yunwuyu Wind Farm (49.5MW) project (installed capacity of 331.5MW) in Fangzhi county, Shanxi Province, and the project has been grid-connected for power generation in January 2011.

After 2000, flue gas desulfurization of thermal power plant has become the hot spot. ECEC has engaged in this field in time, and cooperated with desulfurization companies for undertaking quite a few flue gas desulfurization projects. The capacity of desulfurization project is 40MW~450MW. Wet process desulfurization (using ammonia as feed stock, and the product is ammonium sulfate) is mainly used. After performance test, the desulfurization plants undertaken by ECEC have reached the world leading position: desulfurization efficiency is above 98% stably and ammonia escape is less than 8mg/Nm3. Quality of by-product ammonium sulfate reaches first class as per GB535-1995, and availability of the plant can reach above 95%.

The rich reference and good reputation enable ECEC to devote itself in domestic and overseas electrical power construction markets. The construction of quite a few power plants and thermal power projects has enhanced technology innovation and improvement of quality management level. It has facilitated and strengthened project management mechanism, accumulated rich construction experience for power plants, so that power plant construction has become one of the key competitive operation of ECEC.

Thermal power station: Thermal power project of Ningbo Jiufeng Thermal Power Co., Ltd.

Ningbo Jiufeng Thermal Power Co., Ltd. is one of the key infrastructure in chemical zone jointly invested by Ningbo Power Development Corporation, Ningbo Zhongmao Real Estate Co., Ltd. and Ningbo Chemical Development Co., Ltd.

The project is located in Ningbo, Zhejiang, and the production mode is power cogeneration and central heating.

Phase 1 thermal power project consists of 3 130t/h sub-high temperature sub-high pressure circulating fluidized bed boilers, one 30 MW extraction condensing type turbine-generator unit and one 12MW extraction back pressure turbine generator unit. Of which, 30 MW extraction condensing type turbine-generator unit is to supply steam (1.27MPa(A), 300), and 12MW extraction back pressure turbine generator unit is to supply non-regulated steam (2.4MPa(A), 300) and to exhaust and supply steam (1.57 MPa(A), 300). For Phase II, 1x130t/a high temperature high pressure circulating fluidized bed boiler is newly added, which is used for mutual standby with the three boilers in Phase I. It can ensure steam supply demand of the chemical zone.

After the project is put into production, small area regional heating can be carried out, so as to substitute some small sized boilers with low efficiency and severe pollution. It has obvious effect for improvement of the social benefit and economic benefit of the city. In the meantime, as compared with existing machine unit, power generation cost of the newly added machine unit is reduced, and coal consumption rate for power generation is reduced. It can save energy and improve the efficiency.

Wind farm: Yunwuyu Wind Farm of Fanzhi County, Shanxi Province (49.5MW)

This project is invested by Fanzhi Yunwuyu Wind Power Co., Ltd. of Taiyuan Chengda Group. ECEC has undertaken EPC work of Yunwuyu Wind Farm (49.5MW) project in Fanzhi, Shanxi including equipment /material procurement, construction management, commissioning service. The project location is Fanzhi county, Shanxi Province.

The capacity of the project is 49.5 MW (33x 1.5 MW (installed capacity of single unit) wind generating sets). Center-height of fan propeller hub is 70m. 3 blade type impellers are used. Impeller diameter is 82m. Cut-in wind speed of generator is 3m/s and cut-out wind speed is 25m/s. Generation power shall be adjusted by variable pitch. It have the main functions of power adjustment, low voltage penetration and initiative drifting, etc. Availability of any individual machine set is 90%.

This project was built up and grid-connected for power generation in January 2011. After put into operation, it has obvious energy benefit, economic benefit, ecological benefit and social benefit.
